A warder's patch

Fletcher is a warder responsible for one patch of the Old Camp. He warns the Hero not to cause trouble there, especially not to sneak through a digger's hut at night.

Freshies, in his view, are exactly the sort of people who make work for the warders and then act surprised when there are consequences.

Standing in for Thorus

When the Hero asks about protection money, Fletcher says, strangely, I'm not really here. He explains that he is covering Thorus's duties while Thorus is missing, and that Nek had already made a full round before disappearing.

Fletcher therefore holds a patch and its levies temporarily, without pretending that the authority is fully his own.

Nek's patch

Fletcher knew Nek from the time they were thrown into the Colony together, although Nek had been doing his own thing for a while. He points the Hero toward Guy when asked where Nek might be and asks to be kept informed.

When the Hero reports that molerats killed Nek, Fletcher is genuinely saddened—he was a good man—before acknowledging that he will have to take over Nek's patch for good.

What other NPCs say

Jackal describes Fletcher's control over part of the Old Camp's outer ring, while Sly recommends him when the Hero is trying to understand what happened to Nek. The two contexts give Fletcher both authority over vulnerable diggers and a personal connection to the missing man.
