The Sleeper's promise

Baaltondral is a fire and brimstone preacher among the gurus of the Brotherhood. He opens with an intense sermon aimed at the Hero, insisting he can sense the fire in his soul that is stealing his rest, and framing the ore barons' authority as nothing but lies meant to dominate the spirits of the weak willed.

He calls on the Hero to surrender to his longing for freedom, promising that when the Sleeper awakens he will sweep away the unbelievers, who will weep, they will beg, and they will repent, but by then, it will be too late.

Recruiting new souls

He tells the Hero that proving loyalty to the Brotherhood means bringing in new souls, explaining that persuading a worthy man to join the camp would prove his will to contribute to their cause. He points the Hero toward the Old Camp as fertile recruiting ground, since the men there have tired of the ore baron's fearmongering and lies, while dismissing the New Camp outright, calling its men nothing but barbarians.

When the Hero brings him a man named Dusty, Baaltondral is unimpressed, asking who is it? This bag of bones? and judging that he doesn't see much zeal in his eyes.

The Great Awakening

Baaltondral also explains why recruits matter so urgently: the Sleeper has an important message for their master but is not yet at full strength, so the Brotherhood must lend him their combined minds through a ritual he calls the Great Awakening, growing more glorious with every soul who takes part. He tells the Hero to visit the Temple Square to learn more.

He admits he only spoke to the Hero in the first place because he sensed great spiritual potential within him, and once satisfied the Hero has proven himself, sends him to Cor Kalom with his blessing.

What other NPCs say

Melvin refers to Baal Tondral while explaining why he believes his place in the Brotherhood is about to improve. Tondral's private praise of Melvin's devotion matters because he can recommend him to Cor Kalom, showing how a guru's approval controls a novice's next step.
