A guarded dealer
Cipher is a guarded dealer in the New Camp who treats trade as a matter of belonging. He dismisses the Hero's request for gossip, saying the Hero is not one of their own and is no gossip queen.
Fences and shipments
When the Hero mentions that Fisk from the Old Camp is looking for a new fence, Cipher refuses the opportunity and points instead to Sharky, whose morals he considers loose enough for the work. Cipher is interested in larger shipments, not small talk or a token transaction, and he warns that Lares's effort to keep the peace cannot last forever if Gomez decides to try the same raid against them.
A guarded trade
Cipher will not sell to someone who has lost the camp's respect, but he is willing to reconsider when the Hero offers fresh herbs from the swamp. That change is conditional rather than warm: Cipher's trust is measured in what the other person can bring to the table.
Quest involvement
- The Herb Merchant: Offer to sell his stock for a fifty-fifty split, then find a buyer such as Cipher, who only takes larger shipments.
- A New Fence for Fisk: Cipher refuses to become Fisk's fence and directs you to Sharky, whose morals he considers loose enough for the work.
What other NPCs say
Balor identifies Cipher by his place in the lake tavern when the Hero is looking for one of the New Camp's rogues. The reference is a direction, but it also establishes Cipher's social role: he is part of the tavern-based network of smugglers and raiders rather than a formal camp official.
