Fisk

"Huh, well, then you're one lucky bastard, because I have one just like that. The Shadow who ordered it never came to pick it up."
Fisk is a Shadow in the Old Camp and introduces himself as a peddler of everything. He treats trade as a matter of rules and leverage: he sells to people he respects, keeps useful contacts across camp borders, and has little patience for anyone who expects a deal simply because they asked.
A fence in the marketplace
Fisk's business reaches beyond ordinary camp commerce. He works with Huno on batches of sickles and warns that payment depends on his own contact coming through; when the order is short, he rejects it rather than accepting an incomplete delivery. He can also point the Hero toward Graham for blank scroll paper, though only after a few nuggets jog his memory.
He is just as blunt about services. He will discuss improving armor for the right price, but refuses when the Hero is wearing equipment he cannot work with. Fisk's version of hospitality is therefore conditional from the first greeting: bring the right goods, follow the rules, and do not waste his time.
Whistler's sword
Fisk has an ornate broadsword that a Shadow ordered and never collected. Whistler sends the Hero to buy it, warning him not to say who is behind the purchase. Fisk first names a price of 110 nuggets; if the Hero challenges the amount, he jokes that it was 500, then 1,000, before deciding to keep the sword himself. Once the Hero agrees, Fisk reserves it until the nuggets arrive and expects the buyer to move quickly.
The sword deal shows how Fisk tests people as much as he sells to them. He can make a profitable bargain, but he is also willing to exploit uncertainty, and Whistler's support with Diego depends on the Hero bringing the sword back rather than disappearing with the ore.
A new fence for Fisk
Mordrag's expulsion creates a real problem for Fisk: Mordrag was his number-one supplier, and Fisk blames the Hero for forcing him out. He threatens to vote against the Hero if he tries to join the Old Camp, but offers a way to repair the damage—find him another fence from the New Camp.
Cipher refuses the opportunity and sends the Hero to Sharky instead, describing Sharky's morals as loose. Sharky agrees to make nuggets on the side and says he will get in touch. When the Hero reports back, Fisk accepts the replacement, calls Sharky worse than Mordrag, and promises not to trip the Hero up when Diego hears about the job. The quest succeeds if Fisk or Sharky is not dead; if either one is killed, the replacement-fence arrangement fails.
What other NPCs say
Diego reports Fisk's changing assessment after the Hero's dealings with Whistler and Mordrag: one outcome earns praise and promised support, while another makes Fisk call him an idiot. Gravo explains why Fisk's opinion matters, since the fences sell to everyone, including warders, and therefore have influence beyond the marketplace.
