Kagan pays once the samples bring in enough new buyers.
The Brotherhood's quiet trade
Baal Kagan gives the hero a task that sounds more like market work than religious service. The herb rolls are samples, one per person, intended to turn curiosity into new customers. Kagan is not asking for a single sale at a stall; he is trying to expand a circle of smokers inside a camp where almost everyone is already searching for relief.
The rules are strict because the samples are the entire investment. Lose them, or smoke them instead of distributing them, and the arrangement ends. The hero is being trusted with stock, not simply handed a reward to pass around.
When a sample becomes a customer
The hand-in is successful only when the recipients begin approaching Kagan themselves. If the first conversations do not produce new buyers, he sends the hero back out with more samples. The work therefore depends on results that cannot be forced: the rolls have to circulate through the camp and create enough interest for people to seek out the supplier.
This small commercial errand reveals another side of the Brotherhood. Its influence is sustained not only by visions and sermons but also by the habits it supplies to people living under the Barrier. Kagan's business turns the hero into a link in that network, showing how commerce can quietly widen a faction's reach.
