Why Thorus wants Mordrag gone
Thorus says Mordrag is a New Camp thief and fence who steals ore from the ore barons and sells it back to their own men. The Fire Mages protect Mordrag, which is why Thorus cannot simply remove him himself.
The New Camp route
If you drive Mordrag away instead of killing him, the route through the New Camp leads you to Lares. Mordrag gives you his ring; showing it to Lares gains access to the camp, and Mordrag remains at the tavern on the lake island.
Thorus accepts proof that Mordrag is gone, but he prefers Mordrag dead. You can choose to drive Mordrag away or kill him.
The fence the Old Camp cannot control
Thorus's problem with Mordrag is not just that a New Camp man stole ore. Mordrag has been selling the stolen material back to the Old Camp's own people, making the ore barons' authority look porous from inside their walls. The Fire Mages protect him, so Thorus cannot remove the problem without turning a business dispute into a conflict with the castle's magic-users.
The hero is asked to do what the warder cannot do openly: force Mordrag out or kill him. Thorus prefers the final answer, but even driving Mordrag away proves that the Old Camp's reach has limits. A prisoner with enough nerve and enough connections can step across the camp boundary and survive.
A departure that opens another door
If Mordrag lives, he leaves for the New Camp and gives the hero his ring. That ring is not payment; it is a recommendation to Lares, who will not grant an audience to an unknown outsider. The same man Thorus wanted removed becomes the reason the hero can enter the rival camp.
This is the quest's quiet reversal. The Old Camp wants to close a route between its people and the New Camp, but its chosen solution sends the hero directly through that route. Mordrag remains at the lake tavern, while the hero carries his endorsement into a different political world.
