A camp hidden from every authority
Lee sends the hero to find a canyon camp whose people have chosen to live outside the rules of the Old Camp, the New Camp, and the Brotherhood. Brannok guards the entrance and makes access conditional on a dangerous favor involving Arlin, a prisoner held by the Old Camp. Even after the door is opened, Brannok warns that entry is not friendship.
The camp's secrecy is built from suspicion. Brannok assumes the hero may be a spy, while Quentin is prepared to kill anyone who walks up without explanation. The hero has to prove usefulness before being allowed to see how the rogues live.
Quentin's answer to the camps
Quentin rejects the idea that his people are poaching recruits from the other factions. In his view, people come to the canyon because they are tired of being bossed around—by ore barons, guards, or mages speaking in the name of a god. The camp's growth is a consequence of the other factions' failures, not a recruitment campaign.
That independence is not comfortable freedom. The rogues rely on hidden paths, armed suspicion, and the threat of arrows to keep their space. Quentin will welcome an honest person who helps out, but he will not accept another authority trying to claim ownership of the people who live there.
A new pressure on the colony's map
The hero's report to Lee turns the canyon camp into a political fact. It is too organized to dismiss as a handful of bandits and too independent to fit easily into either major camp's plans. Learning what Quentin wants gives Lee information, but it also shows that the colony's conflict has produced a third kind of community—one defined by refusal rather than faith, trade, or rank.
